Two Cape Breton companies awarded Tar Ponds contracts

“Contracts valued at $7.7 million were awarded to two Cape Breton companies as the Sydney Tar Ponds and Coke Ovens cleanup heads into its peak construction season.

McNally Construction Inc., Port Hawkesbury, was awarded a $3.8-million contract to remove contaminated material from the lower reaches of Coke Ovens Brook from the Victoria Road overpass to Inglis Street, and to build a protective liner along the bottom of the brook. It will join the Coke Ovens Groundwater Collection Treatment System, now being built, to an engineered channel. Work is expected to run from April to October.

ALL-TECH Environmental Services of Cape Breton, Sydney, was awarded a two-year, $3.9-million contract to continue monitoring and evaluating air quality for the Sydney Tar Ponds Agency. The consulting firm provides real-time data upwind and downwind of the site. It also reports on data collected on a six-day cycle.

…In January 2007, the Government of Canada and the Province of Nova Scotia committed $400 million to ensure the Tar Ponds and Coke Ovens cleanup is completed by 2014.”

Solar America Cities collaborate to support regional solar energy planning

“The Solar America Cities (SAC) program, a U.S. Department of Energy (DOE) initiative that promotes the adoption of solar power into city energy planning, zoning and city facilities, is intended only for municipalities. However, some of the 25 SAC-designated cities are working with counties and other smaller cities to apply the initiative's grants and technical assistance to support local and regional solar planning.

SAC designate Santa Rosa, Calif., applied to participate in the DOE program largely to expand a solar program in nearby Sebastopol to encompass all of Sonoma County. Established in 2002, Solar Sebastopol set a goal to install 1 megawatt of solar power production and to train solar inspectors and professionals on proper code and installation. "What was really unique and appealing in our grant proposal to DOE was that we already had a vision, and all nine cities in the county were partnering and collaborating together," says Marty Roberts, project co-director of Solar Sebastopol's newly expanded Solar Sonoma County.

The SAC grant allowed the program to form a 501(c)(3), create a countywide solar implementation plan with solar incentives, standardize the building permit process and develop a tax assessment model for solar financing. The grant also has assisted with outreach and education programs. "By collaborating with other entities, we can reach more people, develop a uniform permitting system and exploit the economy of our joint buying power," says Santa Rosa Project Development Manager Dell Tredinnick.

Last year, Denver, another SAC designate, devoted some of its SAC funding to Boulder County and the cities of Aurora and Boulder to support the county's new ClimateSmart Loan program, which provides long-term financing for residential and commercial property owners who wish to implement energy efficiency and renewable energy measures. Boulder County used the SAC partnership to pay for consultant time to help develop the program and to network with other communities.”

Federal government awards e-waste RFSO

Last July PWGSC launched a Request for Standing Offer (RFSO) for the provision of environmentally sound recycling of federal surplus electronic and electrical equipment that has reached its end of life. The RFSO was developed in consultation with other federal government departments, the recycling programs from five provinces, industry association and suppliers.

The RFSO was then posted on MERX™, the government’s electronic tendering service (www.merx.com). According to the news release issued at the time, PWGSC would accept responses to the RFSO until August 19, 2009. One firm would be chosen following a pre-award audit to “ensure the successful bidder meets the required environmentally sound management and health and safety criteria.”  Departments would receive guidelines on how to use the RFSO before it came into effect. The backgrounder provided with the news release describes how the federal government currently handles its e-waste.

“…The federal government currently offers first right of refusal on surplus computer-related equipment to the Computers for Schools program. Otherwise, departments may donate federal surplus electronic assets to other organizations, or resell them for re-use through PWGSC’s Crown Assets Distribution. Federal departments also use provincial recycling programs, in provinces where they are available and where they accept the equipment in question.”

In February 2010, PWGSC announced that it had “established a standing offer for an initial two-year period with an optional extension of one year. It is expected that up to 2,000 tonnes of e-waste will be recycled through the standing offer on an annual basis. The standing offer covers all electronic and electrical equipment that is not suitable for re-use by Computers for Schools, re-sale through Crown Assets or that cannot be recycled through existing provincial recycling programs. Equipment includes a wide range of equipment from IT, audio-visual and laboratory equipment to appliances and electric tools.”

PWGSC performance applauded

In the ninth Canada’s Performance Report (tabled in Parliament), the achievements of Public Works and Government Services Canada in the area of procurement receive praise.
“The 2008-09 report recognizes PWGSC for delivering on its commitments to streamline procurement, as promised in [its] 2008-09 Report on Plans and Priorities, and in the area of Government Affairs for its significant improvements in procurement processes. Specifically, PWGSC was recognized for its efforts surrounding major military contracts and pandemic-related procurement contracts, and for the important role the Office of the Procurement Ombudsman (OPO) played in overseeing government procurement.

PWGSC has demonstrated improved timeliness and efficiency in awarding several major military contracts to deliver critical equipment to the Canadian Forces. The Department has worked to ensure that military procurements deliver maximum, high-quality economic benefits to Canadians, and that Canadian firms are well positioned to contribute to this important government priority.”

The report also” applauds PWGSC for its support of Canada’s emergency response preparedness for a pandemic outbreak.

The Department has demonstrated national leadership and support for public safety and national health by managing, in a short period of time, various pandemic-related procurement contracts for antiviral vaccines, N95 respirators, health alerts and other communication tools, and specialized laboratory equipment used in Canada’s world-class research and diagnostic laboratory in Winnipeg.

In addition, PWGSC was recognized for the services provided by the OPO, which reviews complaints regarding contracts and the acquisition of goods and services, provides alternative dispute resolutions, reviews federal procurement practices and makes recommendations for improvements.”

IEEE working on a standard to quantify GHG emission credits

According to a September 2009 news release, the Institute of Electrical and Electronics Engineers, Inc. (IEEE) is working on a standard which will help hydro and wind-power projects calculate greenhouse gas (GHG) emission credits.

“The standard, IEEE P1595(TM), "Standard for Quantifying Greenhouse Gas Emission Credits from Small Hydro and Wind Power Projects, and for Grid Baseline Conditions," will establish an internationally acceptable basis for measuring, evaluating and quantifying the eligible, real, measurable, verifiable, and unique reduction in CO2 emissions attributable to the specific generation technologies of wind power and small hydro, for use in emissions trading systems.

In addition, the standard will help provide an answer to the generic question, how can one country or jurisdiction to a greenhouse gas emissions trade be assured and satisfied that it is getting real and true value for a purchased GHG emissions credit from another country or jurisdiction.

The standard will use Project Protocols for Wind Power; Small Hydro and Grid Baseline established by Natural Resources Canada as its seed documents.

US association forms green truck association

“The National Truck Equipment Association (NTEA) has created a new affiliate division, the Green Truck Association (GTA). The GTA aims to help fleets, manufacturers, up-fitters, government agencies and other industry stakeholders stay current with regulatory and industry developments, while also helping to expand and improve the market for green truck applications.”
